Livermore Appoints New City Attorney

Mayor John Marchand announced the appointment of Mr. Jason R.
Alcala as the new Livermore City Attorney. Alcala, presently serving as Interim City Attorney, was first employed by the City of Livermore in 2004 as Assistant City Attorney; he was promoted to Senior Assistant Attorney in 2011.

Mayor Marchand stated, “Mr. Alcala already understands the high ethical standards and the culture of the City of Livermore. Jason has demonstrated his legal skills, and he also has a good working rapport with the Council and the staff. I look forward to expanding his responsibilities as our City Attorney.”

Alcala has been practicing municipal law for over 18 and a half years. He graduated from the University of Notre Dame in 1992 with a Bachelor’s degree in Business Administration and a focus in accounting. In 1995, Alcala graduated from the University of Southern California with his law degree and was admitted to the State Bar. Before joining Livermore, Alcala was the Deputy City Attorney for the City of Thousand Oaks in Ventura County. He also practiced with a boutique law firm in Southern California, where in addition to his private practice, he was appointed as the Assistant City Attorney to the cities of Chino and Coachella.

Mayor Marchand described Alcala as a skilled municipal law expert who is intimately familiar with the administrative and operation functions critical to the City’s success. He has extensive experience in land use and was the primary legal counsel to the Planning Commission prior to assuming his duties as the Acting City Attorney last summer.

He has been the lead attorney guiding the wind-down of the City’s former Redevelopment Agency, and was instrumental in the completion of several public improvement projects including the Downtown First Street Streetscape Improvements, the Livermore Premium Outlets public infrastructure, and the State Route 84/Isabel Interchange project.

He is also a litigator and has successfully defended the City in lawsuits including challenges to Livermore’s Development Code and to a low-income housing project.

“I am honored by the trust the City Council has placed in me to be the City Attorney,” said Alcala. “I am excited by the responsibilities and challenges that come with the position, and I will continue to do my level best for the City of Livermore.”

Alcala has authored papers and made presentations on numerous subjects ranging from code enforcement, ethics, and the California Public Records Act.  

Alcala and his wife Tiffanie Heben live in Tracy with their daughter Alexandra (11) and son Jason Jr. (9). 

In his spare time, Alcala enjoys camping, hiking, fishing, and photography.
