Livermore Teacher Arrested on Suspicion of Indecent Exposure

A Livermore Valley Charter Preparatory educator was arrested on Halloween night on suspicion of masturbating in public.

An art teacher at a Livermore charter school was allegedly found masturbating in a car in unincorporated San Leandro and trying to attract the attention of passing trick or treaters on Halloween night, the Alameda County Sheriff's Office said today.

The Sheriff's Office was contacted around 10:30 p.m. on Oct. 31 regarding a man seen masturbating in his car and disturbing passing children at Mateo Street and Green Court, Sgt. J.D. Nelson said today.

Deputies found Carlos Tellez sitting in his gold 1998 Mazda Protege with his pants unzipped and pulled down to mid-thigh and his shirt pulled up to mid-chest, Nelson said.

He had been placed under citizen's arrest by a passer-by, and was detained without incident.

Tellez, an art teacher for the Livermore Valley Charter Preparatory in the city of Livermore, told deputies he was trying to relax after a stressful day of teaching, Nelson said.

Investigators are looking for other possible witnesses or victims. Members of the public should contact the Special Victims Unit at (510) 667-3645 or call the anonymous tip line at (510) 667-3622.

World gone nuts from the crazy life style people are living under financial stress relationship stress, emotional stress, job stress, traffic stress, and on and on.. It's not in the water, people short circuit out and do things they might not ever do and suffer mini nervious breakdowns. Billions are being made by China to manufacture the lastest cell and electronical toys and games that turn Americans into zombie's staring at the latest fancy computer phone or violent game all day instead of normal interaction with fellow humans. It's not going to get better unless America goes back to the core family values of the past, which included going to the church of your choice on Sundays. On a return trip from Maui Hi I saw a family of four spend a 5 hour flight to Oakland without ever speaking a word to each other for those 5 hours. Mom reading a computer book pad. ,dad on a laptop, both kids on video games via I -phones. The family only briefly spoke with one another to grab overhead luggage and de-plane. Sick world we have created for ourselves ,which helps create sick people wondering among us.

I think you mean PAID administrative leave. Once again the Sacramento they are asking us to approve Prop 30 and 38. Saying the money is "for the children". But we know what the money is really for.

It sounds like you people have already convicted this man. Isn't he entitled to due process through the judicial system. Hold on a minute! You don't have all the facts or the circumstances. At least wait until after the judicial system has run its course before jumping to conclusions.

Why does Livermore keep having these situations with teachers or hummer mom. I can't wait to leave Livermore because pretty soon that'll be all of what Livermore is known for. The perverts and rapeists like the teacher from Granada or this guy if he's guilty and hummer mom.

No, I don't mean PAID administrative leave. I don't have details on the specifics of this particular case, but generally paid administrative leave stops when an arrest is made. It is typically only during an investigation that paid administrative leave occurs, and even then only if the accusation is proven false. And, I hope that you're voting yes on Prop 30 - the $450+ cut per student would devastate our schools. Livermore has almost 13,000 students - as a mid-year cut, the losses would crush the incredible work that we've accomplished as a school district and community since 2002 when the cuts to education began. With the parcel taxes, donations from the community, concessions by staff, and fundraising by LVEF, it would be a horrible setback. And, as for Prop 32, Corporations do not use payroll deductions - so it is only an attack on unions. Our members (and non-members) can already request that their dues not be used for political activities - it's very simple and easy. Corporations outspend unions 15:1 now. Imagine what it would be like if our voices are silenced.

We used to have the best schools in the nation now people like keith here only care about how much money they can squeeze out of us every election cycle..."for the children"...riiiight??? Lets talk about the new federal way of teaching keith...or the sexploitation of our children by those of you that are susposed to be trusted with their care and instruction...or wait lets talk about money like you want us to...okay...please lets post total cost of employment including pensions contribution and please dont forget your union contributions...its true...Look keith most people in this city and certainly this county have seen their incomes reduced in the last four years and their costs of "NOT LIVING" but surviving have sky-rocketed...according to one source the average loss of income has been 21%...tell us keith have you lost 21% of your income in the last 4 years...well tell ya what...you get the teachers, the well over paid admin types and your union buddies to kick in their...hmmm hows obummer say it???...oh yah..."FAIR SHARE"...and then you will have MORE THAN ENOUGH to make up for the scar tactic losses you predict when the voters tell you and your type HELL NO...WE DONT HAVE ANYMORE MONEY IN BUDGET MAKE DUE LIKE WE DO!!!

K - It doesn't matter where you live. The young and vulnerable will always attract predators. Look at what happened to Penn State, the Catholic Churches, and other places. It is up to the parents and other responsible adults to protect the children and set it right. This man just started working this fall at the Charter High School. I am glad he was arrested now instead of later. I am hoping that there was less of a chance of the kids at the school being harmed. The question is were the proper protocols done when this man was hired? Was there a background check? Was he fingerprinted? Did the Charter administration act on the information as soon as they found out to protect the kids? I think they did. The man was fired. Will they offer counseling to the kids? I pray for the kids and the schools, and for this man, too. He obviously has mental and emotional issues. I pray that he seeks help and counseling. I also pray that we parents stay vigilant, connected, and involved with the schools, churches, and other places where we send our kids.

Wow, "JustRobb!", you seem to have gotten really upset about things. I'm not at all sure what you mean by "that reward you and your type"? Do you mean teachers? Do you mean union members? Do you mean people who are employed and paying taxes? Please clarify, if you will. As for the new federal way of teaching, the Common CORE standards recently adopted by states around our nation focus on the curricular areas of Mathematics and English Language Arts. I have been reviewing them for a while now and I've never come across any language in the standards that talk about sexploitation of children. If you have a document that states otherwise, please provide a link. Total cost of employment including pension contributions are already listed by one major newspaper group - you can search for those online. If you are looking for a specific district, you can download any of the budget presentations from that district's website - the lead financial person usually explains those costs to the school board and public. If you can't find a presentation, download their unaudited actuals (sort of a draft to the end of the budget year) or their audited actuals (the final documents that have been reviewed by an outside agency) and you will find all of the information on salaries broken out by classified, certificated, management, etc. as well as benefit costs. I can't say that I've lost 21% of my salary. I'm sorry if you have. I'd love to see that source though. Please post a link.

Finally, as for "fair share", I would have to give you a history lesson on the negotiations between the District and the Livermore Education Association (which there isn't space for, but again, contact me and we can set up a meeting). Some highlights though: Most years between 2002-2012, employees in the LVJUSD have gone without a salary increase. Beginning in 2005, benefit contributions were also "capped". Prior to that, there had been a floating formula where the District contribution adjusted to the cost of Kaiser's rates. Now, you have to remember that health benefits prior to the mid-90s were extremely cheap and most employers negotiated floating formulas. The formula also was calculated prior to any negotiation of a salary increase, so in effect, it always came from the available pot of money that could have been used for a salary increase anyway. The work year was reduced for employees three years ago and again two years ago and even last year which resulted in a matching reduction in salary - something that students never saw/felt because it was from our professional development days - time used by the District to train teachers. Other employee groups had similar cuts to their work years. Again, I can't say it's been 21%, but employees in my district have felt the pain of the budget crisis and I believe have given their fair share. Finally, I thought it was a typo, but you've done it twice. Scare is spelled with an e on the end. It's not a cut that has healed.

K- then it is up to us Livermorons, as the locals call themselves, to let the rest of the world know all the other good things that happen here! I went to Asbury UMC this morning and listened to Greta Kohlmoos give witness to all the beautiful and good things the adults in the church have done for her! Most of the people in that church either work at the national labs or the school district. My son, Paul, is going in January to Haiti with the adults for a mission trip to help a school with their computer network set-up! All I am saying is that good things happen here! You don't have to look that hard to find them. And this incident is, unfortunately, getting more. Attention than it deserves.

I have lived in Livermore for more than 20 years and I have never referred to myself as a Livermoron! I have never heard a "local" refer to themselves that way either except maybe teenagers. I like to say Liveformore. After reading all the BS on here about Livermore I do see we have some morons who need to be quiet since they don't know what they are talking about.

Leila I'm not saying good things don't happen here because great things do happen here and I'm not denying that but the bad things out weigh the good in people's eyes and the news doesn't talk about the good things Livermore has going on but only the bad things so people only hear. about bad things happening here and I've lived here for 19 years or my whole life and I don't call myself a livermoran

@Keith - How long did Marie Johnson teach at Granada while they had the evidence? Is she still on the LVJUSD payroll? In a charter school, parents are actually are more concerned with the rights of their children not to be molested by teachers. But I guess when children start paying union dues, the union will worry about the rights of children, instead of using children as sex objects or as props that you threaten to pull the "trigger" on if Prop 30 is defeated.

Peggy & K - I am terribly sorry if I offended you and anyone else reading this post. A friend of mine who has lived here all her life used that term to describe herself and other locals not with disgust but with affection. She and her family loves this town warts and all! Another mom I know who moved here 20 years ago used to call it LiveNoMore. I am glad that it has moved to LiveForMore. With downtown Livermore becoming more a destination place for all age groups, it really is a live for more place. Anyway, this unfortunate incident brings a lot of emotions out! Peace to you both! We adults need to work together to make Livermore the best place to raise our families!

@Alan, Your last sentence is rude, offensive and just plain sick - so I'm not even going to respond to that. As for your first sentence, I believe that the articles in the Patch stated that a coach reported it in the evening and the police were on campus to meet her when she arrived that morning. So, from that information, I would wager 0 days teaching after the accusation was made. But, if you want the complete story, I'd recommend contacting the LVPD or the District. And again, from a possible politician, I would expect a more decent conversation online - please keep it appropriate.

The Patch needs to censor anything that is offensive according to their own guidelines; there are probably many minors that read Patch. A little common sense goes a long way as well. Thanks to the vigilant person that placed him under citizens arrest, Carlos Tellez won't be teaching. Thank you for not "turning the other way".

It is neither secret, nor is there any expectation of privacy. 32 doesn't STOP unions from being able to spend or contribute anywhere. What it does stop is coerced contributing. Your parasitic union would actually have to WORK for those funds. They would have to provide value. So tell me this, Keith: why won't your union let teachers make their own decision first? Are you that afraid of your own members?
