Wall lining Holmes Ave. before Concannon

What will it take for the city to repair the wall lining Holmes as you approach Concannon from Vallecitos?  Since moving here over 10 years ago, I've been met with the spray-painted identifiers of all the sites where it is crumbling, but absolutely no work done to repair it.  It is not only an eye sore and embarrassing welcome into the city, but dangerous as well.  Can't the city do something?  I'm sure some of the Paragon outlet sales tax revenue could be used to make a better impression--to make a major entry way to our tourist-wanna-be town a little less dilapidated.  10 years (at least!) it's been like this.  It's ridiculous!
