Road rage shooting on 580-N Livermore Ave on ramp this morning?

Clearly there was a large police action this morning on the onramp, with a suspect in the back of a patrol car and a car with most of it's windows shot out. Finally, there was an ambulance leaving, though did not see the condition of the victim?
