UPDATE: Apartment Explosion That Injured Three is `Suspicious'

Injured suffer combination of second- and third- degree burns; airlifted to hospital.

Three people were critically burned Saturday after an explosion investigators are calling suspicious rocked an apartment on the 3600 block of Silver Oaks Way, said Livermore-Pleasanton Fire Battalion Chief Joe Testa.

Emergency crews were dispatched to the explosion at 5:16 p.m.

"When we arrived on scene all three patients were outside of the building with critical burn injuries," Testa said.

In addition, emergency crews found a ground-floor apartment of a five-unit complex on fire. The blaze, which also spread to neighboring units, was extinguished in 20 minutes, Testa said.

Damage was estimated at $350,000.

Dawn Fabyan lives in the apartment directly above the unit where the explosion occurred.

"I was just watching TV with my son and an explosion just went off," she said. "We weren't sure what happened. It was scary."

Fabyan and her son evacuated the apartment and saw the three injured people.

"The woman's clothes were torn... she was screaming... and her skin was just peeling off," said Tyler Brundage, Fabyan's son. "It was horrible. Just horrible."

Fabyan said a family of three live in the unit: a mother, her son and his girlfriend.

The mother was not home during the explosion, she said.

The injured were transported by ambulance to Livermore High School and were then airlifted by helicopters to hospitals.

A 25-year-old man and a 31-year-old man were taken to Valley Medical Center in San Jose, officials said. A 22-year-old woman was taken to UC Davis Medical Center.

No firefighters were injured at the scene.

The cause of the explosion was unknown as of Saturday night. The area has been closed off pending a joint investigation by the Livermore Police Department and Livermore-Pleasanton Fire Department.

The case is being handled by the department's Criminal Investigations Bureau.

It sounded like a bomb going off. Victims ran outside of the apt with their skin melting off, head split open and one of the guys had his hand blown off. Suspected drug lab. It was a terrible scene. I live in the next building over. Horrible, horrible scene!!

I live a building away. The blast was so loud that it shook our unit. Then just horrible, horrible screams. I ran down there and one ladies clothes were burned off her. One man was walking around with one hand blown off. The other man in shock with huge cut on his head bleeding everywhere. Awful scene.

SOOOO SAD. MY HEART GOES OUT TO ALL WHO WERE AFFECTED BY THIS HORRIBLE TRAGEDY. I HAD TO HELP A FRIEND THAT HAD THIRD DEGREE BURNS OVER 30% OF HER BODY. HER SKIN WAS ALSO PEELING OFF. IT WAS EXTREMELY TRAUMATIZING. MAY GOD BE WITH THE VICTIMS AND THEIR FAMILYS AND ALL THOSE WHO WITNESSED THIS.

If this was a "meth" lab ( and sorry folks, it sure sounds like it from what I've read about them ) why and how did this escape LPD!! So many others could have been hurt or worse!! Damage, hazardous waste ect...
And the victims!! They're so lucky they weren't killed! Call me naive but I really thought our police department's drug unit had a pretty good handle on this type of activity (if indeed that is what this turns out to be). And what about the neighbors? Didn't they suspect anything? A real good example of NIMBY. Folks just can't get involved. Just can't make that phone call. And in this case had one been made, perhaps 3 people wouldn't be injured and property wouldn't be damaged. Such a horrible shame!!

LPD doesn't have a drug unit anymore.

I guess that tells you how much I know!! Even though, I'm just sure they are privy to this sort of activity. How does it get this far? Just another reason for neighbors to be vigilant and not afraid to report suspicious activity. My God! You don't even have to give your name!!

Patti, not sure why you think LPD is somehow responsible for this? How did it escape them? In order for this to have been something they knew about it would have had to have been reported. If not, why would they watch these people in the first place? If no red flags, they wouldn't know. How would/should they have been "privy to this sort of activity"?

Lisa, There is no drug or gang unit in Livermore. They were shut down over a year ago. The only thing they do about drugs or gangs is have a patrol cop drive by. Marked police cars can't watch drug houses, like a drug unit. Drugs and gangs just are not the priority of LPD.

I am fully aware. I am asking Patti why she thinks LPD should have known about this situation prior to yesterday. Jim unless you work with LPD I am unsure if you know what exactly the priorities of the LPD actually are. And if you do work with them (as opposed to guessing) what ARE their priorities?

You don't know if meth is "rampant" in Livermore Generalized statements like that are inappropriate.

Not everyone who commits a crime acts suspect or gives anyone a reason to think they are up to something. While criminals may be dumb they sure as heck aren't going around informing their neighbors that they are going to molest their kids or rob the bank or in this case open a meth lab. You can't pin this on the neighbors or the LPD. Unfortunately drugs are a big problem and there is little we can do about it.

I just read on another media outlet that "A city building inspector deemed the 5-unit building where the explosion occurred uninhabitable" and "investigators believe some kind of illegal drug-related activity was a significant factor in the blast.."This was not a (methamphetamine) cook," Lt. Mike Peretti said.

Good. Shut down all building/businesses where illegal activities are found. We as a community are more than lucky this was not far worse than what it was given how bad the burns were.

Drugs need to leave Livermore and while realistically it might not ever happen, do your part and call /report suspicious activity to the police. Together as a community we can take steps to a better community to avoid things like this happening in the future.

Kathleen, I hope you are not suggesting that the entire building of apartments should be shut down because one person was involved in drugs that the other 4 tenants are as well. How is that justified that because our neighbor did this, we are all out of homes.

If you knew anything anyway, you would know that it was "deemed uninhabitable" because of smoke and water damage to 2 of the apartments, ours next door, and the above apartment. But mainly because there is no power or water because they shut everything off and have to cut that apartment off from all the others. It has nothing to do with any illegal activities.

I would also like to commend whoever it was that posted it is not the neighbors responsibility. It's not like they carried around pot plants to and from the house or that there were even people over or in and out! You never really know who you live next to anyway, and it doesnt matter where you live, there are always bad seeds. It could happen anywhere, and to any neighbor. It's ignorant to think it couldn't or wouldn't happen to you.

I am very sorry and could see how you would read my comment that way. I am very sorry you had to endure this. I do understand why the building was shut down. My point is that too businesses are allowed (and apartment renting is a business) to just turn a blind eye to who they conduct business with and too many times people turn a blind to what is in front of them because it is the easy thing to do. I do not blame you as the neighbors.
However...Was there no indication that there was drug use prior to this? Were the police called before? I do not know I am just asking. Were they new renters? There seems to be many questions where are the answers are not so clear.

i understand what you mean now, and I agree, but I don't know these neighbors, maybe they never were in trouble before. They are only 21 and 22 and the Mother lives there with them. She wasn't home at the time this all happened, I think working. They had been there at least a year but there was no indication of anything fishy at all. We didn't see much of them and it wasn't like there was a lot of activity going in and out of the place. This may have been the first time they attempted this here, I don't know. But I don't think they were dealers of any sort.

First of all, even when you report drug use on your neighbor the LPD don't do much. And I mean that with respect to the LPD. They don't have the resources apparently. My neighbor smoke pot all day every day and the LPD told me he had a Pot card and therefore they couldn't do anything. Mind you the guy had his little 4 yr old in the apt with him most of the time. The point is, the neighbors aren't to blame. Some people can be quite violent as well so I don't necessarily blame them for not getting involved. I feel bad for Chris and Dawn and all the other people who've lost their homes for the next few months. I hope those three people learn something from this and turn their lives around if they make it out alive.

Lisa - In no way am I blaming LPD for any of this !!! Let's be clear!! My only point was IF there were red flags it's too bad we as neighbors can't report theses things. What I find are too many people that just don't want to get involved. That's is all. Quite frankly, the only ones responsible are the ones that were involved. I am just so sorry it came to this tragic end.

I lived above them and yes I would smell weed and thought about calling LPD but really what are they going to do. Lots of people these days smoke. I never thought flammables would be involved. Believe me if I thought or suspected there was more going on I would have definitly done something. I have lived here for six years and never thought something like this would happen. This has changed my sons life and my
life forever. I was babysitting my four year old niece when this happened she felt, heard and saw the horror that day along with me and my fourteen yr old son. I thank god me and my family got out safe!!

I am so glad you and the children got out of that alive, but I feel so bad for all of you having to witness that horrible tragedy. In fact, everyone around there that saw it, what a terrible, terrible thing. Something no child should ever have to see. Just really breaks my heart.

Thank you Mom,you described how so many of us feel and struggle with words to express our sorrow and grief. We cry with the tears of all the victims. For on this day, many people's lives changed, forever. Many prayers are being said. This is going to be a very long process and I hope we do not fail our neighbors by forgetting about them in a month or two's time. Let us be faithful to them and may our prayers begin to usher in the healing that Christ has to offer each of them and us as a community.
